This creates a lake every <br />time it rains, and it all drains onto his property. This has <br />stopped him from renting that property three times already. Mr. <br />Faber stressed that there is a lot of traffic coming through 14th <br />Street even though the county may not be aware of it. <br />Administrator Balczun believed that the Board will recall <br />that we have discussed this matter in some detail, particularly <br />with respect to the cost of building 14th Street to the standard <br />county R/W width, as set out in the following memo: <br />----------------------------------------------------------------- <br />TO: Charles A. Finney, SRA <br />Right -of -Way Acquisition Agent <br />SUBJECT: 14th Street Right -of -Way Acquisition (U.S. 1 to 6th <br />Avenue) LaCava, Southgate MHP, Clock Leasehold <br />DATE: June 29, 1988 <br />------------------ ------ <br />In response to Mr. Ed Farber's June 28, 1988 letter to <br />Chairman Scurlock, the Public Works' staff is pursuing r/w <br />acquisition along 14th Street r/w to U.S. 1. There are 3 parcels <br />of right-of-way to be -acquired as shown on the attached map. <br />1) Parcel #1 is owned by Southgate Mobile Home_ Park and staff <br />is presently negotiating purchase of Southgate r/w 19' <br />outside fence as appraised $8,977.00; <br />2) Parcel #2 & #3 is owned by Mrs. Grace LaCava. Staff is <br />pursuing purchase of two LaCava r/w parcels at less than <br />appraised value $30,000 (appraised $113,359.00); <br />3) Also, a triangular corner road easement needs to be acquired <br />at the corner of the Clock Restaurant parcel. <br />The owner of Faber Press is primarily concerned with access <br />to U.S. 1. Secondly, money has been escrowed by Faber Press for <br />paving of the road. <br />i <br />The 35' private road owned by Mrs. LaCava lying between. the <br />Clock Restaurant and the Home & Patio is paved. The private <br />property from the rear line of the Clock to the LaCava residence <br />property is in use and unpaved. There is a county utility <br />easement on the LaCava property and thence the waterline is on <br />the county 25' right-of-way. <br />Mrs. LaCava is willing to sell the necessary property to the <br />County. If Southgate cooperates and is willing to sell 191, we <br />can acquire a 44' r/w which is below minimum standards. If <br />condemnation is required to acquire the Southgate property, our <br />total cost would exceed $500,000 which the Board rejected as an <br />alternative at this time. The Board's direction is very clear to <br />work toward a settlement.
