Any change in the proposed number or type of clientele would <br />require approval of a new special exception use request. <br />Planner Boling summarized that what is before the Board is a <br />project to be used by the elderly and some physically handi- <br />capped, and they wish to place 80 units on ten acres. The <br />question is whether or not this is considered a residential <br />center. In this particular case, certain services for monitoring <br />and security of the clients are set up throughout the project and <br />some communal facilities are provided, but the units themselves <br />can also operate independently - there are full kitchens, <br />bathrooms, et.c. The Board, in the past, has approved such a <br />project (Lake in the Woods) where independent units were <br />constructed along with communal facilities, and staff is <br />recommending approval subject to the 3 conditions listed above. <br />Commissioner Bird commented that this subject came up at <br />Treasure Coast Regional Planning Council, and their staff was <br />asked to take a look on a regional basis to see how many of these <br />type facilities are really needed. He suggested our staff <br />coordinate with the RPC staff to see what their statistics show. <br />Chairman Scurlock questioned how the RPC actually can do <br />that; he did not believe they can decide how many shopping <br />centers you can have, and he did not want them looking at <br />competition between private and public enterprises. <br />Director Keating explained that one of the functions of the <br />Regional Planning Council is to check and see that there is no <br />duplication of federal grants, and Planning Staff provides <br />comments. <br />The Chairman asked if anyone present wished to be heard. <br />There were none, and he thereupon declared the public hearing <br />closed. <br />,JUL 5 1988 26 BOOK 73 rnE166 <br />
