parcels 1 and 2 is the 450 acre Hospital/Commercial Node: All <br />land lying within the 200 ft. wide strip of land under city <br />jurisdiction west to U.S. 1 is Commercial. <br />This request is consistent with the Comprehensive Plan. <br />Transportation System <br />The subject property currently has no direct access. However, <br />access can be gained to U.S. 1 across the property situated <br />within the City, most of which is under common ownership. <br />U.S. 1 is classified as an arterial road on the county's <br />Thoroughfare Plan. Currently, this section of U.S. 1 is <br />operating at a Level -of -Service (LOS) "C" or better. However, <br />when the Department of Community Affairs reviewed the recent <br />Comprehensive Plan amendment for this area (changing the land use <br />-to MXD, approved by the Board of County Commissioners on March <br />15, 1988) they did express concern over the status of U.S. 1. <br />The DOT, through the DCA, recommended that traffic impact studies <br />be required of any development which occurs in this area. <br />Currently, County Code requires that any use which generates over <br />-`1000 average annual daily trips, or is located in a critical <br />transportation corridor, can be required to perform an impact <br />study. The County Traffic Engineer feels that, -based on the DOT <br />comment, this section of U.S. 1 does qualify as a critical <br />-corridor. <br />Environment' <br />The Comprehensive Plan does not designate this area as <br />environmentally sensitive, nor is it situated in a flood prone <br />area. <br />Utilities - <br />This area is currently being serviced by City of Vero Beach <br />public water and wastewater facilities. <br />RECOMMENDATION <br />Based on the analysis performed, staff recommends approval. <br />The Chairman asked if anyone present wished to be heard. <br />There were none, and he thereupon closed the public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Bird, the Board unanimously adopted <br />Ordinance 88-28 rezoning 5 parcels (4 acres) east <br />of U.S.1 and south of the Hospital/Commercial Node <br />from RM -6 to CG. <br />J U L2 2 BOOK `� P,, rVE Z68 <br />2 6 19 <br />
