REQUEST FOR PRO DISTRICT AMENDMENT - R.KUTSCHINSKI <br />Planner David Nearing made the staff presentation, as <br />follows: <br />TO: <br />Charles Balczun <br />County Administrator <br />G. <br />AT ugust 2, 1988 "' c IR ' <br />SUBJECT: RONALD KUTSCHINSKI - PRO <br />DISTRICT AMENDMENT <br />REQUEST <br />FROM:Robert M. Keating, AIC//045-FERE <br />NCES. <br />Director <br />Community Development Department <br />It is requested that the information herein presented be given <br />formal consideration by the Board of County Commissioners at <br />their regular meeting of August 9, 1988. <br />DESCRIPTION & CONDITIONS <br />Ronald Kutschinski recently petitioned for and was successful in <br />having approved the rezoning of a tract of land at the southwest <br />corner of 17th Street and 6th Avenue from residential to PRO, <br />Professional Office district. Upon submittal of a site plan for <br />the subject parcel, Mr. Kutschinski was informed that medical <br />offices are not allowable uses in the PRO district. Mr. <br />Kutschinski has requested that the Board of County Commissioners <br />reverse its previous decision and allow medical offices in the <br />PRO district. <br />Attached to this agenda item are copies of correspondence, <br />meeting minutes, and a planning department staff memorandum on <br />this subject. These generally discuss the issue of medical <br />offices in PRO districts and provide background on the matter in <br />question. <br />Basically, medical offices are a more intensive use than <br />professional office, although less intensive than commercial <br />uses. For the PRO district which is primarily designed to be <br />retrofitted into selective residential (often single-family) <br />areas, this gray area status is important. At present the <br />Board's policy and the staff position is that medical offices are <br />more appropriate within commercial- areas than in the PRO <br />district, a zoning district consistent with residential land use <br />classifications. <br />Recent attempts to rezone property to PRO underscore the need to <br />maintain PRO areas as low intensity sites. In almost all of the <br />few proposed PRO rezonings in the past, there has been <br />substantial concern regarding the effect of PRO zoning on <br />adjacent property -- and that has occurred with the current <br />restriction on professional office uses. Therefore, it has been <br />established that the intensity of uses in.the PRO district is a <br />major concern. <br />12 <br />
