M M M <br />ALTERNATIVES & ANALYSIS <br />The Board of County Commissioners has several options as to how <br />to address this issue. Probably the most appropriate alternative <br />would be to direct the applicant to submit a zoning code text <br />amendment request. This is an option available to any individual <br />desiring to change an ordinance. Although there is a fee <br />involved to limit frivolous requests, this process provides for a <br />comprehensive and complete review of an issue with a <br />recommendation to the Board. The other major option available is <br />for the Board to direct the staff to initiate an amendment to the <br />PRO district. As with the individual request, this would involve <br />a staff analysis, public hearings, and a Board decision. <br />RECOMMENDATION <br />The staff recommends that the Board of County Commissioners take <br />no action on this request but inform the applicant of his option <br />to submit a zoning code text amendment request. <br />Commissioner Eggert believed we had discussed this matter <br />quite thoroughly when we were going through the ordinance, and <br />she also felt it was very specific to that corner at 6th Avenue <br />and 17th Street. <br />Chairman Scurlock agreed there was a great deal of <br />discussion and some pros and cons, and what we centered around <br />was the level of trips generated. <br />Commissioner Bird concurred that the main reason we excluded <br />medical offices was because of the information from staff that <br />they would generate considerable additional trips; however, he <br />also wondered if there might be a way of working the ordinance so <br />that whoever is developing a piece of this property pays in some <br />way for that, possibly by diminishing the size of the square <br />footage of the building, etc., accordingly to accommodate those <br />additional trips <br />Commissioner Eggert noting that having more parking helps <br />and gives them a place to go and sit, but it doesn't diminish the, <br />trips on the road getting there. <br />Commissioner Bird pointed out that people in the vicinity <br />would be able to walk there, and that would eliminate some trips. <br />Chairman Scurlock commented that if you don't provide <br />adequate areas for such offices throughout the county, he felt <br />the overall impact is to increase traffic. <br />AUG <br />9 1988 13 RuK, 73 F v)E 364 <br />
