realtors, insurance agents, attorneys, etc. With such high <br />trip generation characteristics, medical offices do not <br />provide the transition from higher intensity commercial uses <br />to the residential districts as is intended by the <br />Professional Office District. The planners indicate to me <br />that at the time the PRO District was originally adopted <br />there was discussion of the fact that medical offices would <br />not be considered professional offices. <br />A full explanation of the Planning Department's position is. <br />to be provided to me and I will forward it to you under <br />separate cover as soon as it Is received. <br />The minutes' of the hearing of the original adoption of the <br />ordinance disclose the intent of the Commission to exclude <br />medical offices in this PRO District (attached). <br />Yours truly, <br />tee. Collins 11 <br />Assistant County Attorney <br />Chairman Scurlock believed staff is in concurrence that <br />there are some ambiguities and should be some clarifications, and <br />he would support staff taking a look at this and scheduling a <br />public hearing re the language and also re expanding the controls <br />so we have safeguards. <br />Attorney Barkett submitted two proposed ordinance amendments <br />to the Board. <br />Commissioner Bird expressed his feeling that a Special <br />Exception use is the way we should go. He believed that, handled <br />properly and not over done, medical offices can be a benefit to <br />the surrounding neighborhood and reduce overall traffic trips <br />throughout the county, but we must have the safeguards. <br />Attorney Barkett raised the point that Mr. Kutschinski's <br />site plan is being held up until this is resolved, and he would <br />like to request that it be allowed to continue on through the <br />process, and if in the end, no medical offices are allowed, then <br />they would just remove that wording from the site plan. <br />The Board had no objection to Attorney Barkett's request and <br />directed staff to continue Mr. Kutschinski's site plan through <br />the process. <br />The Chairman asked if any member of the public wished to <br />speak. <br />AUG 9 1988 18 Boot( 73 PACE 369 <br />
