brought up the possibility that this could be an effort between <br />the residents, the county, and the School Board. <br />Commissioner Bird noted that apparently we are about $5,000 <br />short, and Director Davis explained that the estimate of $7,300 <br />was just for materials for the half mile section; the labor would <br />be over and above that cost; however, we do not necessarily have <br />to build the whole half mile. <br />Chairman Scurlock expressed his feeling that if we are going <br />to do it, let's do it right. <br />Commissioner Wheeler inquired how much Mr. Kulczycki has <br />asked General Development to donate, and he advised that he asked <br />GDC for $1,000, but commented that it is unfortunate this request <br />came at the same time the impact fees are going up. <br />Commissioner Wheeler pointed out that this sidewalks relates <br />to public safety and asked why, if we get the thousand, we <br />couldn't split the difference with the School Board and get this <br />done. <br />Commissioner Bird had a similar suggestion, except that he <br />would suggest we split the difference with GDC. We may have <br />raised our impact fees, but with the size of their project, they <br />have a tremendous impact on the county and he felt providing this <br />safety for the kids should be a joint responsibility. If the <br />School Board wishes to participate to some degree, we could split <br />it three ways. <br />Chairman Scurlock expressed doubt that we will get that <br />support from the School Board. As 0 part of the site plan <br />process, we have consistently asked for sidewalks, but there has <br />been a gentlemanly disagreement with the School Board when it <br />comes to responsibility for turning lanes, traffic signalization, <br />sidewalks, etc., and who is to supply what. The Chairman stated <br />that he would support Commissioner Bird's suggestion about <br />splitting the amount with GDC.
