RECOMMENDATION: <br />Based on the above analysis, staff recommends that the Board of <br />County Commissioners grant special exception approval for the <br />planned residential development, "Copeland's Landing West", with <br />the following conditions: <br />1. Prior to the issuance of any Certificates of Occupancy <br />(C.0's) <br />a. 73rd Street shall be paved to the project entrance; and <br />b. A littoral zone shall be established around the lake in <br />accordance with Section 25(R) of the zoning code. <br />2. Thirty feet of property shall be dedicated on the final plat <br />for 73rd Street right-of-way. <br />The Chairman asked if anyone wished'to be heard. <br />Attorney Bruce Barkett, representing the applicant, advised <br />that they have no problem with the conditions imposed by the <br />Planning & Zoning Commission; they are just here to answer any <br />questions. <br />It was determined that no one else wished to be heard, and <br />the Chairman declared the Public Hearing closed. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Wheeler, the Board unanimously granted <br />Special Exception approval for the PRD Copeland's <br />Landing West based on the conditions recommended <br />by staff. <br />APPROVAL OF ADDITIONAL FUNDS FOR GE STAR VALIDATORS (IRCVAS) <br />Administrator Balczun reviewed the following: <br />30 ROOK 73 uGF 381 <br />Aft UG 91 198F, <br />
