DISCUSSION RE COUNTY ADMINISTRATOR'S CONTRACT <br />Chairman Scurlock advised that Commissioner Wheeler had <br />asked that a discussion of the Administrator's contract be placed <br />on the agenda under his items. <br />Commissioner Wheeler did not know that he needs to go into a <br />lot of explanation; there has certainly been enough of that this <br />week. He stated that he discussed this with the Administrator <br />last week. Commissioner Wheeler continued that he has lost the <br />confidence that he feels he needs to work with Mr. Balczun and <br />that is in no way to be intended or construed as a personal <br />attack on Mr. Balczun. He stated that he can say many positive <br />things about Mr. Balczun, and he would like to see this thing <br />brought to a conclusion one way or the other as soon as possible. <br />He felt it is only fair to Mr. Balczun, the Commission and the <br />staff, that we solve this problem and get on with business, and <br />he would, therefore, like to ask that we exercise our option <br />under the contract to give Mr. Balczun his 90 days' notice and <br />advertise for another Administrator. <br />MOTION WAS MADE by Commissioner Wheeler, SECONDED by <br />Commissioner Eggert, that the Board exercise their <br />option under the contract; give Administrator Balczun <br />90 day's notice; and advertise for another Administrator. <br />Commissioner Eggert stated that she seconded the Motion very <br />reluctantly. She continued that she has talked with Mr. Balczun <br />a number of times. She sat down and made lists of pros and cons <br />and where we were and what we have accomplished and what can't be <br />changed and what can be changed. She has worked extremely well <br />with Mr. Balczun as far as the library's construction projects <br />are concerned, his request for proposal, and things like that. <br />On a one to one basis, it has been a marvelous relationship; she <br />finds him to be extremely honest; she finds him to be very <br />intelligent and very nice to be around.
