r <br />Commissioner Bird noted that was back in April, and this is <br />now August. It should have come to a head right then and come <br />back to the Board if there was any question. <br />Commissioner Eggert believed there was a communication <br />problem. <br />The Chairman felt there is no question about that. <br />Commissioner Bird continued that it is really tough finding <br />ourselves in this position as often as we have. In talking with <br />Mr. Balczun (Charlie) and staff and trying to make up his mind, <br />he stated that he is a lot like Commissioner Eggert - there are <br />a lot of pros and cons. The dealings he personally has had with <br />Mr. Balczun on the projects they have worked on, he has no <br />complaints. There was sufficient follow-through and leadership <br />to accomplish the projects he was involved in. Commissioner Bird <br />felt we need to send a message throughout our county employees in <br />the various department, etc., whether it be the Administrator or <br />someone cleaning ditches in Road & Bridge, that if we have a <br />problem with them or their superiors have a problem with that <br />individual, that person will be properly consulted with and given <br />opportunities to make corrections to a reasonable degree before <br />the final act, which is termination, and that is kind of where he <br />is with the Administrator. <br />Commissioner Bird commented that he did not have a clear <br />conscience that we have perhaps consulted with the Administrator <br />as much as we could have on an individual basis or as a Commis- <br />sion to try to allow him to make corrections in his leadership <br />style, or approach or lack of it, prior to taking the final <br />action of termination. He would prefer some type of probation- <br />ary period to allow him to correct his style of leadership or <br />abilities, if that is what we feel is lacking. However, he is <br />not sure that can be accomplished (and he talked with the <br />Administrator again this morning) because of the relationship or <br />lack of relationship that seems to exist between him and the <br />other department heads and other Commissioners.
