majority of the Commission is unhappy, Mr. Balczun, what is your <br />attitude?" He (Mr. Balczun) said "I don't want to work some <br />place that I am not comfortable and happy with, and 1 certainly <br />would be looking for another job if that occurred." That is what <br />the man said to me, and he said that in front of people. <br />The Chairman continued that he believed we have a good <br />Commission and an excellent staff. He believed Mr. Balczun has <br />tremendous capabilities and qualities and he is a moral person; <br />he has never questioned that. But as to his management style, <br />the particular way counties function, our particular staff, the <br />Chairman stated that the morale, in his opinion, has never been <br />lower, and each Commissioner knows that because each has talked <br />to individual staff members about this problem. The Chairman <br />stated that he feels sorry and he feels sad because it is not <br />enjoyable to come to situations where we have to move on, but it <br />is no different than in any business; you run it like a business <br />and when there is a parting of the ways, you do what you have to <br />Chairman Scurlock noted that you won't find him saying <br />anything negative about Mr. Balczun; he is a professional, and he <br />respects him for that, but he supports the Motion, and if we have <br />to litigate, if that is what it is coming to, so be it. That can <br />be done between the attorneys and in the court, and testimony can <br />be given, and whatever is fair is fair. Whatever the facts <br />prove, they prove, but the Chairman felt we need to be on and <br />about our business. He would hope though, because of the <br />question that comes with this letter and he was assured by Mr. <br />Balczun that if he stayed for 90 days that it would be in an <br />orderly way and not in an unhappy way, he would continue to <br />function and do his job. The Chairman continued that he would <br />just hope that if we are talking potential suit, that doesn't <br />cloud the issue in terms of that happening - 90 days of him <br />continuing to function looking for another job.
