needs to reconsider the question of cause or not cause, and <br />reconsider the whole issue in terms of whether we would want him <br />here 90 days under an adversary type situation. <br />Commissioner Eggert expressed her hope that it won't come to <br />that and that we don't get into a position where staff is pulled <br />one way or the other. She felt it is very difficult for them, <br />and there is a lot they need to accomplish at this point and they <br />don't need any extra outside trouble. <br />Commissioner Bowman commented that she would say that to say <br />there has been no interference is not quite true. <br />The Chairman asked if she has a specific, and Commissioner <br />Bowman stated that she did in the case of the salary study, which <br />was commissioned and which was done. She stated that anyone <br />with any experience in personnel knows that a salary study once <br />it is received from the consultant must be fine tuned, and it <br />should have been fine tuned before the receipt of it was ever <br />made public because what we have created, and she finds it up in <br />the north end of the county especially, is a great deal of <br />dissatisfaction with the salary scale, as the job classification <br />and salary scale is now constituted, and because it was announced <br />prematurely, these people are terribly upset. They are saying <br />they got it so many months ago and nothing has happened and they <br />are not going to do anything; they never intend to do anything; <br />and all the rest of it. Commissioner Bowman continued that there <br />is a great deal of feeling in the North County about this, and <br />she felt that until the Administrator and the Personnel Manager <br />had a chance to fine tune that schedule, it should never have <br />been made public. <br />Chairman Scurlock asked if Commissioner Bowman was aware <br />that it was only made public by Mr. Balczun and the staff. They <br />scheduled the workshop and presented it. There was no request <br />from the Board of Commissioners. <br />Commissioner Bowman commented that is not the way she heard <br />it, and Chairman Scurlock stated that then she heard wrong.
