The Legislature allocated $10.5 million dollars for the 1987 <br />funding of the DNR's beach restoration program, a part of the <br />Surface Water Improvement and Management (SWIM) bill into law on June <br />29, 1987. The Department of Natural Resources, Division of Beaches <br />and Shores is preparing its District VI Beach Management <br />Recommendations report which includes Indian River County for <br />presentation to the Governor and Cabinet. The report will contain the <br />recommendations for action in the included counties and will outline <br />a restoration plan covering the next 10 years. <br />Indian River County Beach Preservation Plan <br />A range of structural, non-structural and land management <br />erosion control alternatives were evaluated with respect to the <br />specific erosion conditions found within the County. Those <br />alternatives found to be technically applicable were subjected to an <br />economic evaluation to determine if their costs could be justified <br />when compared to the benefits which they provide. <br />The list of major alternatives with potential for application in <br />Indian River County is: <br />1. beach nourishment - generally applicable throughout the <br />County where it is economically feasible and not <br />otherwise prohibited; <br />2. dune maintenance — generally applicable throughout the <br />County; <br />3. shore parallel structures - conditionally acceptable <br />for installation by the upland property owner if <br />supplemental beach nourishment sands are also provided; <br />4. no action - applicable within federally designated <br />Coastal Barrier Resources Systems (CBRS) units within <br />the County. <br />The Indian River County coastline is divided into 8 planning <br />sectors. A sector represents a portion of the coast within which the <br />planning constraints can be considered to be uniform. The sector <br />delineation process attempts to include consideration of both <br />physical coastal process conditions as well as jurisdictional <br />boundaries. The eight management plan sectors are: <br />Sector 1 - Sebastian Inlet State Recreation Area ( R-1 to R-11) <br />Sector 2 - Ambersand ( R-11 to R-19) <br />Sector <br />3 <br />- Wabasso Beach ( R-19 <br />to R-45) <br />Sector <br />4 <br />- Indian River <br />Shores <br />( R-45 to R-71) <br />Sector <br />5 <br />- Vero Beach ( <br />R-71 to <br />R-86) <br />Sector <br />6 <br />- Vero Beach II <br />( R-86 <br />to R-94) <br />Sector <br />7 <br />- South County <br />( R-94 <br />to R-113) <br />Sector <br />8 - <br />Round Island <br />( R-113 <br />to R-119) <br />These sectors and recommended plan actions are shown on Figure <br />3. <br />County -wide Plan Elements <br />There are several elements of the Beach Management Plan which <br />apply to managing the entire Indian River County shoreline and are <br />61 <br />AUG 1 1980" RwK 7 P r 4.1 <br />
