He felt this is a long term problem and we should <br />approach it from the view that if the state isn't going to do <br />what they should do - build jail beds and keep people in jail, we <br />need to develop a plan not only for the third phase of the jail <br />but also for a work camp type facility with barbed wire and <br />guards. Then hopefully we can work with the judges for longer <br />sentences where we can put the offenders in for a year and keep <br />the cocaine dealers off the street. <br />Sheriff Dobeck agreed that the only way the judge can be <br />assured these offenders spend the greatest amount of time is in a <br />county jail. They only do 13% of their time in state jails, and <br />the state is anticipating budgeting for 5,000 jail beds this <br />year, which is only about 1/3 of the beds needed in the State of <br />Florida. The Sheriff also believed there is some legislation <br />afoot to add an additional year to the county time and put more <br />burden on the local people. <br />Commissioner Wheeler continued to emphasize the need to get <br />these people off the streets. He felt this is the ideal time for <br />looking ahead while we have a little breathing room in the jail <br />situation and stressed that he -would "like to see us develop a <br />work camp. <br />Commissioner Bowman agreed. She believed there is one in <br />Brevard County, and this was confirmed. <br />Commissioner Eggert noted that the residents in this small <br />area are afraid to give information because the violators are <br />taken off the street for such a short time and they fear <br />reprisals. As to closing some roads, she wished to know which <br />roads the Sheriff was referring to. <br />Sheriff Dobeck advised that he is talking about roads in the <br />specific area known as the "horse shoe." <br />Commissioner Bird summarized that what he would like to see <br />us do is work with our Building Department to make an inspection <br />of that area and then immediately start proceedings to remove the <br />fundamentally unsafe abandoned structures.
