DEVELOPMENT OF THE COUNTY SANDMINING ORDINANCE AND <br />RELATIONSHIP 0I G I SSEBBASTITN ALONG BRIE—ATLANTIC <br />Mayor Votapka asked how much time was put into the adoption <br />of the County's sandmining ordinance and why the County deleted <br />the final section regarding fill in its approved draft. <br />Robert Keating, Director of Planning & Development, <br />explained that the County discovered during its review of the <br />proposed ordinance that the final decision on the depths of <br />mining on the Atlantic Coastal Ridge was a difficult issue to <br />resolve, and that the outcome was that the County would impose no <br />additional requirements for those projects that come under review <br />by the St. Johns River Water Management District. <br />Chairman Scurlock explained that the deletion of the fill <br />section of the ordinance was due to the fact that the Commission <br />got bogged down trying to establish a process of identifying the <br />cause of road damage on a non-discriminatory basis. <br />Director Keating stated that County staff would be happy to <br />work with the City in the adoption of its sandmining ordinance. <br />F. Approximately 4920 units have signed up so <br />far, and the County has funds in escrow for 400 units within <br />private franchises. An assessment program, based on impact fees <br />which will be multiplied by those units, needs to be established <br />to pay for the construction of the system.
