has been received to issue the permit for the effluent disposal. <br />Director Pinto noted that 130 easements need to be secured for <br />the collector system, but they have received only minimal <br />cooperation from the railroad, particularly in the U.S. #1 area <br />where they had hoped to use the parallel railroad easements but <br />were unable to. Bidding on the engineering design could begin in <br />early spring or possibly earlier, and assessment roll hearings <br />would begin possibly this October. <br />OMB Director Joe Baird advised that the target date for the <br />bond validation hearing was March, 1989. <br />Director Pinto advised that the County has embarked on the <br />construction of a sludge septic treatment system, and the design <br />as to where the sludge goes will have to be approved by the DER <br />and EPA. This system will be located at the Gifford Wastewater <br />Treatment Plant. <br />Vice Mayor Vallone asked about the ability of forcing the <br />hand of General Development Utilities in cooperating with the <br />County, and Director Pinto advised that the County would be <br />looking at that possibility when reviewing GDU's Sebastian <br />franchise in the near future. <br />Director Pinto reported that a master plan for water has <br />been completed and the engineering design has been selected. He <br />hoped the design would be engineered by 1989. <br />G.
