He suggested that <br />Sebastian consider a stormwater utility or tax assessment to <br />implement a program, and assured the Council that the County <br />would be willing to work with them on it. <br />Chairman Scurlock hoped the various entities in the County <br />could coordinate their stormwater management programs. <br />Councilman Metcalf gave a brief summary of the function of <br />the Watershed Committee. <br />Vice Mayor Vallone requested cooperation from the County on <br />commitments for contract services on drainage, but Chairman <br />Scurlock felt the County cannot solve all problems. However, <br />because there are areas of cooperation that do exist, he <br />suggested that the City Manager and County administrative staff <br />work together to reach areas of planned cooperation on a <br />day-to-day basis. <br />H. RECREATION: THE NEW IRC RECREATION PLAN AND HOW SEBASTIAN <br />WTLL BENEFIT IF IT BECOMES A PARTICIPANT IN THE PLAN <br />Commissioner Bird handed out a revised draft of <br />recommendations for a county -wide recreation district dated June <br />12, 1988, and gave a brief history of the implementation of the <br />County Parks and Recreation Committee beginning in 1980. The <br />1985 report was the final outcome of a committee of local <br />citizens formed in 1983 to look into future recreation, and <br />Commissioner Bird felt the political climate is right for this <br />plan to be looked at again. The proposal is to set up a <br />governing board for the county -wide recreation district <br />consisting of 11 members, which would recommend a formula for <br />funding each district.
