Mayor Votapka advised that the Sebastian City Manager would <br />look into the proposal for an interlocal agreement but would not <br />rush into it. <br />Director Davis reported that the County has done quite a bit <br />in the past 5 years, i.e., purchased $11,000 of oceanfront <br />property, done a study on user fees for appropriate recreation <br />programs which go into effect October 1, 1988, developed <br />aggressive capital improvement programs, and is currently looking <br />into an impact fee of approximately $300 per residential unit. <br />I. TOURIST TAX - DISCUSSION ON THIS POSSIBLE TAX AND EFFECT IT <br />WILL RAVI:-ON-5EBASTIAN IF IT BECOME5 A PARTICIPAIT17— <br />Commissioner Wheeler gave a brief history on how the 2 -cent <br />Tourist Tax was being implemented at this time, and went on to <br />explain uses of the tax, i.e., beach cleaning, beach maintenance, <br />IRC Chamber of Commerce tourist development. All funds from <br />District 2 go toward the development of Golden Sands Park north <br />of Wabasso Beach. Commissioner Wheeler advised that he would <br />research what these funds could be used for within the City of <br />Sebastian. As of June, 1988, $280,000 had been collected, but <br />the 2 -year budget period will end in April, 1989 and then start <br />to run concurrently with the County budget. He noted that the <br />Commission can raise the tax to 3 cents by a majority vote plus <br />one. <br />OMB Director Baird explained how the districts were set up <br />by zip code using mailing addresses for sales tax of businesses. <br />He pointed out, however, that the mailing addresses are not <br />always the physical addresses. <br />Mayor Votapka again requested that the County research what <br />funds could be expended for Sebastian, and thanked the County for <br />$6000 of emergency repairs to the Main Street dock. <br />8 <br />Boor. 73 616 <br />
