ANALYSIS <br />Both of the bids submitted were in excess of $650,000.00. The <br />monies budgeted for this project are $365,000.00. The first request <br />for bids on this project were received in July with only one <br />participant and that bid was in the $650,000.00 range. <br />RECOMMENDATION <br />Based on the above information, staff recommends all bids received <br />be rejected. It is also requested that staff be authorized to <br />negotiate this project within the established budget, since all <br />efforts to use the bid process has failed to yield a contract within <br />our allotted monies. <br />Commissioner Eggert asked if they were going to negotiate <br />with one of the bidders. <br />Manager Dean advised that they have bid this project twice <br />and have made personal contact with every local firm that builds <br />steel buildings, and when bidding time came, they had two bidders <br />and they were still twice the budget. He believed we have met <br />the requirements for bidding and felt we could do better with <br />negotiating. <br />Commissioner Eggert noted that her concern is that it might <br />be impossible for us to get what the specs call for within the <br />budget, and discussion ensued as to the Board's feeling that the <br />specs may be too elaborate <br />Manager Dean confirmed that they actually just want a basic <br />pre-engineered metal building, nothing elaborate, but with the <br />same floor plan. They did send out an addendum for a plain <br />6,000 sq. ft. building, but apparently it still called for <br />elaborate plumbing, electrical, etc. <br />Commissioner Bird felt we should go back to the consultants <br />who designed this and start all over and then rebid. <br />Chairman Scurlock concurred that we should tell the <br />engineers to reduce the specs to what we want; that is what they <br />are paid for, and he believed the Commission is saying that we <br />want Mr. Pinto to go back to the engineers and say we want this <br />redesigned so that we can get it for a reasonable amount. <br />� ® 100 BOOK J4 P,�IrE100 <br />
