� ® i <br />It would be my suggestion that we agenda this item for discussion <br />at the September 6 meeting, and at that time consider scheduling <br />a public hearing in order to receive public input prior to making <br />our decision. <br />I have contacted the Department of Natural Resources in <br />Tallahassee, Ellison Hardee, and he has indicated to me that the <br />State would be agreeable to participate in such a public hearing <br />if it is scheduled. I believe that after hearing from the public <br />and the State, we should then be in a better position to make our <br />decision on this matter. <br />ON MOTION by Commissioner Bird, SECONDED by Commis- <br />sioner Eggert, the Board unanimously (4-0) authorized <br />staff to schedule a public hearing in regard to entrance <br />fees at Sebastian Inlet Park and invite the DNR to <br />participate. <br />Commissioner Bird advised that he had talked with state <br />officials and asked if they would be willing to come down and <br />participate in the public hearing and tell us what we can expect <br />to see on the south side of the Inlet if fees are charged versus <br />what may happen if they aren't allowed to charge fees. He <br />requested that staff coordinate with the DNR to make sure we have <br />all the appropriate material, aerials, research of the deed, etc. <br />Public Works Director Davis noted that the county is in the <br />process of preparing a management plan for the North Beach <br />complex and will be applying for DNR matching grant money to <br />construct improvements there. If a user fee were applied at the <br />Sebastian Inlet Park, perhaps there would be an incentive for the <br />county to receive some money to develop a North Beach Park, which <br />maybe at a preliminary stage would not have a user fee and <br />residents would still be able to go to a beachfront park without <br />paying a fee. Director Davis felt that if the state did charge a <br />user fee it could have a large impact on our parks, and he felt <br />strongly that we need to have a consistent program along the <br />whole coast. <br />Commissioner Bird agreed that is why we need to have the <br />hearing and get the DNR here to clarify their intentions. <br />SEP 6 1988 104 Bou 7 PAGF 10 <br />
