M <br />M <br />M <br />Commissioner Bird believed the only item that would require <br />some action is Item 4; however, there may be some confusion in <br />regard to who actually owns the speedway. Apparently the lease <br />was in Doug Upton's personal name, and if he, in fact, sold the <br />speedway, he nullified his lease according to our legal depart- <br />ment. Once this matter is sorted out, it will have to come to <br />the Parks & Recreation Committee before it comes back to the <br />Board for final action. <br />Chairman Scurlock felt there is a need for further discus- <br />sion and movement towards an overall.policy for leasing <br />county -owned property because he has a concern about getting all <br />these vendors on county property. <br />Commissioner Bird noted that if they feel something adds to <br />recreational opportunities, they have tried to encourage it, but <br />he agreed we need a concession policy and felt we had one. <br />Director Davis stated it was geared more towards soft drinks <br />and hot dogs and that type of thing. The policy said that if a <br />civic group wanted to provide a concession, they would have first <br />choice, and if they did not have an interest, it could be opened <br />up to outside vendors with certain conditions. <br />Chairman Scurlock commented that when we get to a size where <br />we have a master plan and want to implement it on a formal basis, <br />he did not want to get into the position of having to oust <br />someone who may have had a little concession there for years. <br />Commissioner Bird felt there doesn't seem to be any simple <br />answers because there is such a variety of uses. <br />Acting Administrator Collins noted that possibly instead of <br />calling these leases, the Board could make them licenses which <br />can be terminated at will. <br />UPDATE OF LIBRARY AUTOMATION PLANNING STUDY <br />The Board reviewed memo from Commissioner Eggert: <br />106 <br />ROOK 74 F� EU <br />
