2. ALTEMwws Am- ANALYSIS: <br />The low bid meeting the intent of our specifications was <br />submitted by Chemical Pollution Control, Inc., of New York. <br />The7t have taken minor exceptions to our specifications, <br />which should be waived. Their exceptions were to disposal <br />of some items, listed in our specifications. They slid . <br />not quote on these items. All other bidders took similar <br />exceptions. <br />3. FUNDING: <br />Purchasing is not currently holding -a requisition to purchase <br />these services. No purchase order will be issued before a <br />requisition approved by budget is received. <br />4. Fecom ID.VDATION: <br />Staff reccmTends that award be made to Chemical Pollution <br />Control, Inc. and a contract be negotiated and signed. <br />Commissioner Bowman commented that a warning flag always <br />goes up whenever anything about hazardous materials comes up. <br />She felt this is a really thorny subject and she would like to go <br />over the contract because there are a lot of things she would <br />like to have verified before she would approve it. She, <br />therefore, would like to table this item for a week, and <br />Commissioner Eggert agreed. <br />MOTION WAS MADE by Commissioner Bowman, SECONDED by <br />Commissioner Eggert, to table action on awarding the <br />bid for Hazardous Waste Disposal for one week. <br />Acting Administrator Collins believed this contract is a <br />requirement under state law. He explained that the Landfill is <br />required to open up for the collection of hazardous materials <br />twice a year, and we have to have a contract with someone to pick <br />up this material and take it away to be disposed of properly. He <br />felt the problem with the delay could be that we have some <br />statutory deadlines. <br />"Sonny" Dean, Manager of Solid Waste, informed the Board <br />that last year about this time we entered into a contract with <br />the DER to receive a grant of $50,000 to build a hazardous waste <br />collection station hazardous materials at our Landfill.
