The RFD zoning district is a large lot zoning district which is <br />intended to act as a transitional buffering district. It is <br />intended to buffer not only higher density areas from potential <br />adverse impacts of agricultural uses, but also to protect agricul- <br />tural lands from encroachment by higher density development. <br />Further, the RFD district is intended to permit various accessory <br />and non-commercial agricultural activities desired by residents of <br />such areas. Due to the large lot size and semi -agricultural <br />nature of the RFD district, it is considered a compatible use to <br />the A-1 district, and not subject to the normal scrutiny of spot <br />zoning given other zoning districts. <br />In this particular case, the subject property is within 550 feet <br />of an RFD district. Staff has found that in many instances when a <br />person rezones land to RFD, surrounding property owners often <br />approach staff concerning rezoning of their adjacent properties to <br />RFD. In essence, the establishment of an RFD district in an area <br />acts as a core around which the district expands. In this partic- <br />ular instance, staff has already been approached by property <br />owners to the east, between the subject property and the RFD <br />district along 66th Avenue. These adjacent owners have also <br />expressed interest in the RFD district. <br />Transportation <br />The subject property has access to 73rd Street, classified as a <br />collector road on the County Thoroughfare Plan. Currently, this <br />unpaved road serves primarily as a grove service and water manage- <br />ment district maintenance road. This rezoning will not cause any <br />,substantial impact on the road. : <br />Environmental <br />The Comprehensive Plan does not designate this property as En- <br />vironmentally Sensitive, nor is it situated in a flood prone area. <br />Utilities <br />This area is not serviced by public water and sewer facilities. <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends approval of this <br />request. <br />The Chairman asked if anyone wished to be heard.
