Mr. Barkett, however, felt that is an administrative <br />problem. <br />s <br />Attorney Barkett continued that he did understand the <br />problems involved with the Landfill and was very aware of the <br />need for protecting the environment and the fact that it is going <br />to cost a lot of money to do this, but he felt what is proposed <br />is penalizing the landlords. He confessed that he had no <br />concrete solution, but one of his suggestions would be to reduce <br />the budget for this district by the amount of money that is <br />anticipated coming from non -owner occupied properties unless the <br />county can bill the tenant. <br />Commissioner Bird did not see why we should give the <br />landlords a free ride just because they have a lease that they <br />are having a hard time living with. <br />Commissioner Bowman entered the meeting at 7:15 o'clock P.M. <br />Chairman Scurlock pointed out that there are bond covenants <br />that must be considered, and they cannot be violated. <br />Attorney Barkett noted that as an attorney and a citizen he <br />recognizes that the county chose to fund this with a bond and <br />couldn't find an underwriter to support the bond unless they had <br />a concrete way to collect. <br />Chairman Scurlock stated flatly that is not true. The fact <br />is that this was the most effective way to finance it, and we get <br />a better interest rate by using this mechanism. <br />Director Pinto also confirmed that we think the method we <br />chose is in the interest of the people Mr. Barkett represents and <br />that it is the best method because we are saving literally <br />hundreds of thousands of dollars for the entire community.
