Mr. Pinto felt that one of the <br />things that is misunderstood is the type of assessment that it <br />is. There are two different types of assessment that take place. <br />One is based on an improvement that improves the value of your <br />property, and that probably shouldn't be passed on to a short <br />term tenant, but an assessment that is based on use and the <br />availability of a benefit is something that should be passed on. <br />We would be willing to try to help them do that, but at the same <br />time, we can't jeopardize the buyers of the bonds and the rest of <br />the people who don't have that problem. Mr. Pinto noted that he <br />only pays a $31 charge on his house, but when you compare his <br />household operation to a multi-million dollar operation, it <br />relatively is probably even a higher charge. <br />Attorney Barkett did not disagree with that, but stressed <br />that his point is that this is a user fee; it is not going to the <br />user, and they are the ones who should be billed.. <br />Commissioner Wheeler agreed with some of what Mr. Barkett is <br />saying and would like to help, but he pointed out that some years <br />back individuals who made long leases and did not include <br />escalation clauses to provide for inflation were caught in the <br />same glitch. <br />Commissioner Bird noted that we cannot restructure this <br />whole thing and give a free ride to landlords caught in this <br />situation. He did feel, however, that we do want to pass this on <br />to the users somehow if there is any possible way, and as far as <br />he is concerned, Attorney Barkett has between now and the Septem- <br />ber 16th hearing to figure out some ingenious way to do this. <br />Discussion continued at length about various ways to make <br />the tenant pay, and Attorney Barkett continued to urge that the <br />County bill the tenants and just don't collect the garbage if <br />they don't pay. <br />Attorney Vitunac informed the Board that Mr. Schlitt was <br />kind enough to send him a copy of his lease with Winn Dixie, <br />S E P 7 1988 24 MCK 74 P EE 131 <br />
