M M M <br />Once deterioration begins in an area, there may be an attempt by <br />property owners to obtain commercial zoning to increase the <br />attractiveness of their property for resale. If commercial zoning <br />begins to move eastward along the north side of S.R. 60, a strip <br />commercial pattern will occur. Strip commercial development has <br />long been discouraged by the County through its comprehensive plan <br />policies. <br />The subject rezoning request has the potential to prevent a trend <br />of deterioration within this neighborhood by promoting <br />redevelopment of existing homes along S.R. 60 into smaller <br />professional offices. These offices would serve as a buffer to <br />the adverse effects of the higher traffic volumes on S.R. 60. The <br />adjacent homes would be buffered from the offices by the required <br />buffer yards and screening required in the PRO ordinance. <br />Further, this rezoning would place a barrier to -possible strip <br />commercialization which could occur east of the node on the north <br />side of S.R. 60. Since professional offices are not a high <br />traffic generator/attractor, the impact on the transportation <br />system would be significantly less than that of possible <br />commercial development. Lower trip rates than those produced by <br />commercial development would also pose less of a threat of traffic <br />encroachment into the neighborhood to the north. <br />Conclusion <br />It is staff's opinion that this site is a proper location for PRO <br />zoning. The anticipated benefits of redevelopment and prohibition <br />of strip commercial development would be beneficial to the adja- <br />cent residents, and also supportive of the goals of the County in <br />relation to development of the S.R. 60 corridor. This request is <br />considered consistent with the purpose and intent of "the PRO <br />district. <br />RECOMMENDATION: <br />Based on the analysis performed and the recommendation of" the <br />Planning and Zoning Commission, staff recommends that the Board of <br />County Commissioners approve this request. <br />Chairman Scurlock questioned the use of the term <br />"redevelopment" when there have been some substantial homes built <br />there in the last few years. With the exception of two homes on <br />the corner of 56th Avenue, one of which he understands is a <br />rental unit owned by the applicant, he felt the rest of the <br />neighborhood is one of the finest in the entire community, and <br />did not understand the need for redevelopment because he has a <br />hard time associating this with a blighted area. <br />Commissioner Eggert said she got the idea from reading the <br />backup material as opposed to driving through it that staff was <br />talking about something that is deteriorating a lot more than <br />what her eyes could see. <br />23 <br />13 1988 Boor 74 <br />
