- M M <br />Planner Nearing stated that staff does not feel that this <br />area is in deterioration; however, they are looking at the future <br />and what potentially could happen there since it is adjacent to a <br />commercial node and is along a major highway with a high traffic <br />volume. Staff feels that the PRO would provide a good buffer <br />from commercial and would help in responding to future commercial <br />zoning requests. <br />Chairman Scurlock did not see that as a problem since the <br />Commission responds to commercial zoning requests all the time. <br />Robert Keating, Director of Planning 6 Development, stressed <br />that staff never meant to insinuate that all of these homes were <br />deteriorated, just a couple of rental homes along SR -60. <br />Commissioner Eggert had trouble with adding a more intense <br />use that close to Ryanwood Shopping Center and not calling it <br />.strip zoning. She felt it is a particularly hard spot to put a <br />PRO District into because there isn't any possibility of putting <br />in a service road. <br />Chairman Scurlock pointed out that there is quite a bit of <br />unused commercially -zoned property right across SR -60. While he <br />felt the PRO District is a good idea when you get into an area <br />which is significantly deteriorated to the point where values <br />have dropped and people are having difficulty residing in the <br />area, he did not feel that is the case in this area. He <br />understood, however, that staff's recommendation is for approval <br />of the PRO and that the Planning & Zoning Commission voted <br />unanimously to recommend approval of the rezoning. <br />Chairman Scurlock opened the Public Hearing, and asked if <br />anyone wished to be heard in this matter. <br />Eugene O'Neill, attorney representing several property <br />owners, including himself, who have partial interest in certain <br />properties, intended to show today that the passing of the PRO <br />zoning would be a great improvement for the property on 56th <br />Avenue; that the property on 55th Avenue (Dearie Pines) would not <br />24 <br />EP ,13 1988 Door. 74 F, 457 <br />
