any way, and Director Davis answered yes. Staff did comparisons <br />of trip generation rates both nationwide and in neighboring <br />counties. The ITE rate for single-family detached dwellings is <br />approximately 10.06 trips per dwelling unit, and the rate being <br />proposed today is 8.93, which is about 1.1 trips less than the <br />national average. Director Davis noted that the Planning Dept. <br />found in their comparison study that St. Lucie County is using a <br />9.2 trip rate and Martin County is using 9.87. Director Davis <br />felt that our residential rates have been conservative and that <br />we have tried to adopt a rate that is reasonable. <br />Commissioner Bird asked if we have slanted the proposed <br />impact fee rates on the low side for the residential and are <br />tending to ask commercial/industrial to pick up the slack, and <br />Director Davis answered no. He felt we are asking them to pay <br />their fair share, and emphasized that we did not use the highest <br />ITE range and did not try to inflate the trip generation rates <br />for any of the commercial, office or industrial uses in the fee <br />table. <br />Chairman Scurlock felt that if we adopt this ordinance <br />today, we need to have an implementation schedule that is very <br />clearly defined as he was concerned about people rushing in and <br />wanting to prepay their impact fees before the increases go into <br />effect. <br />Commissioner Eggert noted that the recommendation is for an <br />effective date of October 14, 1988. <br />Director Keating explained that the impact fees are paid at <br />the time they apply for a building permit. He believed the <br />biggest problem will be with approved projects that are to be <br />phased in over a number of years and which have priced their <br />product based on the impact fees in effect now. <br />Commissioner Bowman did not know how we are going to charge <br />more for those people who already are in the process of site plan <br />approval and have not been issued building permits as yet, and <br />Commissioner Bird asked if we could delay the effective date. <br />36 <br />SEP 131988 Boa 74 PnI 169 <br />� J <br />
