M M M <br />Director Keating recommended a one-time delay rather than a <br />phase-in of 2 or 3 different rates. When a builder submits their <br />application for a building permit, they are grandfathered in on <br />the rates in effect at that time, but they are required to pick <br />up the permit within a certain period of time after being <br />notified that it is ready. Scurlock, Jr. <br />Chairman, Board of County Commissioners <br />1840 25th Street <br />Vero Beach, Florida ,2960 ' <br />Dear Chairman Scurlock and Commissioners: <br />The board of directors of the Vero Beach -Indian River County <br />Chamber of Commerce recognizes the need to provide infrastructural <br />improvements for our county's growth, and in a timely manner to <br />meet the dictates.of'statewide land use planning and growth legis- <br />lation. <br />We also realize that'impact fees must, to a certain extent, be <br />considered among the means of funding this infrastructure. We <br />are concerned, however, that in the adoption and creation of new <br />impact fees and escalating impact fees, the total amount of out- <br />of-pocket start up costs may add up to an eco�c moratorium <br />against the commercial development we are trying to encourage. <br />Please keep in mind that our Comprehensive Land Use Plan also <br />has an Economic Development Element and to meet the objectives of <br />attracting clean, light industry which will provide stable employ- <br />ment and tax base diversity, we must remain competitive with <br />other counties. The Chamber's legislative task force is in the <br />process of comparing models for Treasure Coast counties, using <br />different land use categories, to determine what the total amount <br />of impact fees, in addition to those being considered today, add <br />to the cost of developing residential dwellings, office, retail <br />and warehouse space.
