He explained that the State <br />Legislature mandates when we meet, and unfortunately the budget <br />process has to take place in the summertime. At that time we <br />hold continuous budget workshops where all departments and <br />Constitutional Officers appear for the Commission to review their <br />proposed budgets to cull down and to add or delete items prior to <br />two public meetings mandated by the State to occur after 5:01 <br />o'clock P.M. The preliminary hearing took place last Wednesday <br />and this is the final budget hearing. The process to be followed <br />tonight is that we will open the public hearing on each fund; <br />then we will announce the percentage increase in millage over <br />rollback rate necessary to fund that budget, if any, and the <br />specific purposes for which the ad valorem taxes are being <br />4 <br />'S E P 14 1 4 r.20 <br />
