increased. We then will receive the public comments. After the <br />hearing is closed, the Board will consider any proposed <br />amendments and calculate revised rate, if revised. We will adopt <br />a millage rate, we will adopt a budget and announce a percent, if <br />any, by which the recomputed millage rate exceeds rollback. We <br />will review all the taxing funds, which include the General Fund, <br />Transportation Fund, General Purpose Municipal Service Taxing <br />Fund (MSTU), Vero Lakes Estates MSTU, the Fire Districts, and the <br />various Street Lighting Districts and then review the budgets for <br />the remaining funds. <br />Chairman Scurlock advised that the final budget hearing on <br />the Solid Waste Disposal District assessments will be September <br />22, 1988 at 1:00 P.M., and residents have until September 16, <br />1988 to file formal appeals on their assessments. <br />Chairman Scurlock emphasized that there are several things <br />that we are not -here to discuss tonight, i.e. the School Board <br />budget or those items over which the Board of County <br />Commissioners or Constitutional Officers have no control. We <br />also are not here to discuss the assessed values set by the <br />Property Appraiser, which should be discussed directly with the <br />Property Appraiser or appealed to the Property Appraisal <br />Adjustment Board. <br />To fulfill legal requirements, the millage increase over <br />rollback millage must be stated. The first millage quoted will <br />be the aggregate millage, which is arrived at by adding all the <br />ad valorem taxes levied by the governing body for county -wide <br />purposes plus the ad valorem taxes levied for all dependent <br />districts divided by the total taxable value of the county. <br />Rollback is the millage rate which is exclusive of ad valorem <br />taxes on new construction and annexations. <br />Chairman Scurlock informed the audience that the aggregate <br />millage is 7.4235; the aggregate millage rollback is 7.1634; the <br />proposed aggregate is a 3.7% increase over rollback millage. <br />5 Boor F�A.n 20 <br />SEP 14 198 <br />
