That is the overall picture before we get into the specifics. <br />GENERAL FUND <br />Chairman Scurlock announced that the amount of millage <br />reflected on the TRIM notice is 5.0386, which has since been <br />reduced through our budget process to 4.9673. Our proposed <br />millage of 4.9673 is a 5.4% increase over the rollback millage of <br />4.7137. The County's proposed General Fund budget is <br />$28,028,203. This current year it is $25,054,208. The major <br />reasons for the 5.4% increase over rollback millage are as <br />follows: <br />Fund. <br />1) We have placed $1 -million for construction of libraries <br />in this budget. <br />2) The Sheriff's budget is up $799,885. This increase is <br />due to the full -year effect of the additional officers <br />that were phased in with the completion of our new jail <br />facilities, for which staffing levels are mandated by <br />the State. <br />3) Transfers out of $310,000, the majority of which are for <br />Road 8 Bridge. <br />4) A salary reserve fund of $852,698 is set up within this <br />budget to be used to implement the salary increases that <br />will be approved in the final wage package after the <br />Board reviews the amended salary study prepared by <br />Administrator Collins. <br />5) A cash carry forward increase of $200,000, which will <br />hold us over from October 1st into December when the tax <br />revenues finally start to come in. <br />Chairman Scurlock opened the public hearing,on the General <br />Ann Robinson, Supervisor of Elections, explained that she <br />had talked with Chairman Scurlock today about the possibility of <br />adding an IBM system to her budget for fiscal year 1988-89. She <br />was very pleased with a proposal IBM made today during a workshop <br />for a computer that was not available when she submitted her <br />budget to the Board on May 1, 1988, as required by law. She had <br />intended to bring this to the Board's attention in a couple of <br />weeks after she had had a chance to discuss it thoroughly with <br />each of the Commissioners, but in order to start out the budget <br />year properly, Chairman Scurlock suggested that she request the <br />Board's approval of this budget amendment tonight. <br />P 14 1988 6 Boor. 74 f,, cF 4.104 <br />
