The proposal by IBM is to place the computer in the <br />Elections Office for 60 days at no cost to make sure that we can <br />make the transition from the County's IBM 38. Mrs. Robinson <br />did not believe it would be fair to continue to have <br />approximately $40,000 worth of costs reflected in the Clerk's <br />Data Processing budget for voter registration work that belongs <br />in the Elections budget. IBM's price of $30,000 plus <br />approximately $2,000 for maintenance are very fine prices from <br />the government state contract, and this would be a one-time <br />outlay of $30,000 to operate in the future at the cost of <br />approximately $20,000 a year. Therefore, it.would save the <br />Elections Office and, thus the County, a considerable sum of <br />money. in addition to that it would put the computerization of <br />voter registration under the control of the Supervisor of <br />Elections where it belongs. <br />Chairman Scurlock questioned the $40,000 cost reflected in <br />the Clerk's budget, and asked what amount would be transferred <br />from the.Clerk's budget to the Supervisor's budget. <br />OMB Director Joe Baird felt it would be very difficult to <br />tell exactly how much the Supervisor of Elections actually <br />impacts the Clerk's Data Processing budget. <br />Don Hylton, Director of Data Processing, felt it definitely <br />would impact -the Clerk's Office to remove the labor that is <br />involved for voter registration. He pointed out, however, that <br />this work has been done with the current staffing, which has not <br />increased in the last 4 years, even though the usage by county <br />departments has increased substantially. Mr. Hylton could not <br />say at this time where any one individual would be cut from the <br />payroll, but felt there would be a savings in paper and operation <br />costs of running the system. He could not see how they could cut <br />$30,000-$32,000 out of their budget at this time. <br />Supervisor Robinson pointed out that if the Board approves <br />this computer, <br />it would free up more space for more <br />county <br />SEP <br />14 19887 <br />°� <br />� <br />FAr � <br />
