only constitutional officer who does not have her own computer <br />system. <br />Mr. Hylton advised that currently Data Processing is running <br />at 80% capacity, but there have been requests from several <br />departments which have not been met, such as Planning. Mr. <br />Hylton noted that there were 24 users when he started work with <br />the County and now there are 180. The State has mandated that <br />the Clerk must institute by 1990 the transfer of all statistical <br />crime reporting from the Sheriff's Dept., and two full-time <br />people are trying to get that together. However, he felt that <br />they have utilized the IBM 38 to the best advantage with the 4 <br />full-time programmers on payroll at the present time. He felt <br />possibly some consideration could be given to a reduction in <br />staff in the 1990-91 budget year if the Clerk isn't hit with any <br />more major changes. <br />Director Baird believed that since we have such a low <br />contingency balance going into this year, there should be some <br />effect on the Clerk's Office, but he felt what Mr. Hylton is <br />saying is that there won't be a $32,000 effect on the Clerk's <br />budget. <br />Chairman Scurlock suggested that we place the $32,000 in the <br />Elections budget at this time and then make some final <br />determinations. That way we would be addressing it up front, and <br />then if we have any line item transfers or budget amendments, <br />such as possible decreases on the Clerk's side, they can be done <br />at the appropriate time. <br />Supervisor Robinson said she has been trying to be straight <br />forward right from the beginning, and emphasized that it should <br />be in her budget. She had asked for this back in 1986-87 and <br />1987-88 but the reason she didn't go ahead and try to get another <br />system prior to this is that all the systems were priced at <br />$50,000 and up, and she couldn't justify coming to the Board and <br />asking for that amount.
