Staff Planner Nearing informed the Board that staff looked <br />at ordinances dealing with this problem not only from Florida <br />municipalities, but also from Dallas, Texas; Phoenix, Arizona; <br />Los Angeles, etc., and staff felt what they put together was a <br />good ordinance that doesn't overstep what the courts consider to <br />be our limits. <br />Discussion then ensued as to just where these type estab- <br />lishments can be located, and Planner Nearing, referring to the. <br />map, advised that adult entertainment establishments could be <br />located basically at the I-95/CR 512 node the U.S.I/510 node; <br />the Winter Beach node the Lindsey Road node; and Lindsey Road at <br />U.S.I; south of South Gifford Road near the Airport; and the <br />1-951SR60 Node and Oslo at 74th Ave. Bottle Clubs could be in a. <br />broader area, and it is very difficult to show just where -they <br />could be established. <br />Chairman Scurlock believed we can control the bottleclubs <br />by passing an ordinance to limit their hours the same as bars, <br />and Director Keating advised that the Board could change this <br />ordinance to limit the hours. <br />Staff Planner Nearing wished to point out a change staff <br />would Like to make under definitions on Page 10 of the proposed <br />ordinance. He advised that the definition under the Adult <br />personal service business now refers to "a person of one <br />sex...... providing personal services for a person of the other <br />sex......." It was felt this definition is not broad enough, and <br />that it should be changed to read "a person ......... providing <br />. <br />personal services for another person," and remove all reference <br />to another sex. <br />Commissioner Eggert commented that on page 11 of the <br />ordinance, still under definitions, c.3.(a) - the word "frotage" <br />should be spelled "frottage." <br />Chairman Scurlock wished to know what we need to do to <br />change the language to make the operating hours for bottle clubs <br />the same as those established for bars. <br />29 Boor 74 PAL e� <br />SEP � ® � <br />
