Acting Administrator Collins informed the Board that approx- <br />imately a year or so ago, Public Works Director Davis brought a <br />petition paving project for the subject property to the Board <br />because he was concerned about bringing his grader over the <br />Causeway Bridge to grade a dirt road. The Property Owners <br />Association then contacted us about a problem they had been <br />having with people parking in their front yards because of the <br />beach access which is dedicated to the residents. We, therefore, <br />came up with the idea of abandoning the public R/W, and all 12 <br />residents have entered into an agreement whereby they would <br />convey their portion of the road to the Property Owners _ <br />Association, which would have the express power to maintain and <br />make assessments for the maintenance of the road. Mr. Collins <br />believed they are also thinking about some kind of a security <br />gate and have assured the people living on the west side of SR <br />A -1-A they still would have -access. <br />Commissioner Bowman inquired about who paid for the dune <br />cross-over, and Mario Maiorana, Vice President of the St. <br />Christopher Beach Home Owner's Association, advi-sed that the dune <br />cross-over was paid for and ultimately maintained by the 12 <br />property owners living on St. Christopher's Lane on the east side <br />of A -1-A. <br />Vice Chairman Wheeler asked about easements for drainage and <br />utilities, and the Acting Administrator confirmed that an <br />easement is being retained so that the county be able to get in <br />there and take care of any drainage or utility problems. <br />Commissioner Bowman was concerned about the R/W being main- <br />tained for access by fire trucks. <br />Director Davis noted that it would be the same as any other <br />private road in the county, and Attorney Vitunac pointed out that <br />public safety vehicles come on such roads by invitation. <br />Commissioner Bird wished to know how this abandonment would <br />affect the ability of the residents of St. Christopher's Harbor <br />to use that access to the beach. <br />17 <br />OCT 41988 <br />BOOF 74 FALE 414 <br />
