the need arise. There are not many companies that make this <br />equipment. Cadco took four exceptions to the specs, but they <br />were minor. We asked for a full one year warranty, and they are <br />giving us two. We asked for underwriter's laboratory approval, <br />and they have it on the components but not the unit as a whole; <br />however, these units are in use throughout the country. We asked <br />for a trunking switch on the synthesizer, and they just asked us <br />to identify which option we want. The last item we asked for, <br />the equipment has been improved to where we don't need to use <br />that any more. <br />Commissioner Eggert asked if we got so few bids because this <br />is such a unique piece of equipment, and Director Wright advised <br />that he gave Purchasing Manager Ambler the name of one or two <br />others in the country that make this equipment, but apparently <br />they just chose not to bid. <br />Vice Chairman Wheeler continued to emphasize that he did not <br />want to lock anyone out from bidding simply because they feel the <br />specs are too detailed and then have someone else bid and ask for <br />waivers. - <br />Purchasing Manager Ambler informed the Board that he tries <br />hard to review the specs before they go out to eliminate areas <br />where it is apparent we may be restrictive. In this particular <br />case, he has to rely heavily on the experience of the Director of <br />Emergency Management. <br />The Vice Chairman noted that he is not necessarily singling <br />out this particular instance, and Purchasing Manager Ambler <br />pointed out that our general specs tell the bidder that if they <br />are taking an exception, they should note it in their bid.
