"SONNY" DEAN 41 <br />OWNER'S AUTHORIZE' ..PR .ENTATIVE <br />SEPTEMBER 19, 1988 <br />SUBJECT: INDIAN RIVER COUNTY J• IL - PHASE II <br />ELECTRONIC CONTROL BOARD <br />BACKGROUND <br />There have been continuous documented problems with the subject <br />equipment. After several months of complaints and "bandaid" repair <br />to the electronic boards, Electronic Control Security, Inc. (ECSI) <br />the subcontractor that constructed and installed the equipment,- has <br />come up with a plan to eliminate the problems. <br />ANALYSIS <br />Due to the problems experienced with the incandescent indicator light <br />bulbs in Phase I of the project we requested a price to convert the <br />bulbs to LIGHT EMITTING DIODES (LED'S). These LED's have a life <br />expectancy from 25 to 50 years as compared -to 1,000 hours for the <br />conventional type. ECSI quoted a price of $10,000 for the <br />conversion. - <br />ESCI has submitted a cost estimate to expedite the system that could <br />include the LED's for $9,914.28. They suggested the County pay a <br />prorata share of $6,500.00 to accomplish the task. It is my <br />contention that the equipment has never performed as required and <br />the County is not responsible for any cost of modifications. <br />However, since we feel the LED's will result in a long term cost <br />savings to the County and should be paid for, the architect along <br />with staff have negotiated a price of $3,995.00 to complete the LED <br />conversion. <br />RECOMMENDATION <br />Staff recommends the Board authorize the issuance of a Indian River <br />County Purchase Order of $3,995.00 for work by ECSI to convert the <br />indicator lights to LED's. <br />The Budget Office has confirmed enough monies left in the <br />construction budget to finance this project. <br />Commissioner Bird asked if Mr. Dean felt that $3,995 is a <br />reasonable price to pay for the upgrade, and Mr. Dean confirmed <br />that he felt it is a good deal. He advised that they came down <br />a great deal', and it would be a long time savings. He estimated <br />payback would be in 1-11 years. <br />29 <br />!OCT 41988 <br />[kooF 74 F,KF 426 <br />
