many years the State has spent money on this Park that wasn't <br />generated here. He felt that is a good sign of the State's <br />commitment to the Park and the people of this area. <br />Commissioner Wheeler expressed his concern about the number <br />of cars that have been broken into, and Mr. Lewis advised that <br />the rate is down. It has been as high as 5-6 cars a week on the <br />north side, but averages 1-2 cars a week on the south side. <br />Chairman Scurlock felt there is no -question for the need to <br />have additional revenues to have a well -kept, well -policed <br />facility, but felt the Governor and Cabinet need to address an <br />overall approach for providing adequate funding for the entire <br />Park System. <br />Commissioner Eggert noted that nowhere in this presentation <br />has it been said that all attempts to raise additional revenues <br />have been exhausted, and that the only alternative is to charge <br />entrance fees. <br />Chairman Scurlock asked if any legislation is being proposed <br />this year, and Mr. Lewis didn't believe there was because the <br />Legislature has told the Park System not to even think of coming <br />to them for revenue. Mr. Lewis pointed out that when Tom Gardner <br />made his presentation down here, he made it very clear there <br />wasn't any way for them to go other than entrance fees. <br />Commissioner Eggert suggested increasing the documentary <br />stamp fees, but Mr. Lewis explained that documentary stamp fees <br />help support the C.A.R.L. projects. <br />Commissioner Bird felt that if he had his choice, after <br />hearing all of this, his first choice would be not to charge a <br />fee and have the State continue to maintain and make the <br />improvements and do the good job they have done up there. His <br />second choice would be to have an annual free pass for the <br />residents of Indian River County, since the County would be <br />giving up something by lifting the deed restrictions.
