At its regular meeting of August 13, 1987, the Planning and <br />Zoning Commission granted major site plan and preliminary plat <br />approval for this development. The owner, Catalina Homes, Inc., <br />is now requesting final plat approval of the Village Walk <br />Subdivision and has submitted: <br />1. a final plat substantially in conformance with the approved <br />preliminary plat; <br />ANALYSIS: <br />Section 10(g) of the subdivision ordinance allows developers to <br />"plat over" townhouse projects to allow the fee simple transfer <br />of property underneath and around the townhouse units. Normal <br />subdivision lot dimension and lot frontage requirements are <br />waived for such projects. The approved townhouse site plan <br />controls the construction of the project, while the subdivision <br />plat delineates common areas and creates lots that can be sold <br />off to unit owners. <br />The subject subdivision will receive water and wastewater service <br />from Indian River County. A Stormwater Management Permit has <br />been issued by the Public Works Director, and the County <br />Attorney's office has reviewed and approved the homeowners <br />association document and the final plat for legal form and <br />sufficiency. The final plat is in conformance with the approved <br />preliminary plat and site plan,and all other County requirements <br />concerning final plat approval have been addressed. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners grant <br />final plat approval to the Village Walk Subdivision. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously granted <br />final plat approval for the Village Walk Subdivision, <br />as recommended by staff. <br />C.
