DESCRIPTION AND CONDITIONS: <br />Bids were received Wednesday, April 27, 1988, at 2p.m. for <br />IRC Bid #438. <br />6 Invitations to bid were mailed. 4 Bids were received. <br />This bid was advertised in the newspaper. <br />2. ALTERNATIVES AND ANALYSIS: <br />The low and best bid was submitted by Orality Tree Services at <br />$450.00 per day. A lower bid was submitted by A-1 Tree Services. <br />Their services were tested to determine if they were acceptable. <br />Road and Bridge determined that their speed of operations was <br />slow and the quality of their workmanship was not acceptable. <br />The process of testing and review took longer then originally <br />projected however, the prices offered to the County by Onality <br />Tree Services still are available. Expenditures during the <br />88-89FY are estimated at $25,000.00. <br />3. FUNDING: <br />This Bid is to establish an annual contract. No Purchase Orders <br />will be issued before a requisition approved by the budget office <br />is received. <br />4. ON: <br />Staff recommends that we accept the bid of Q ality Tree Services <br />and proceed to contract. <br />Chairman Scurlock noted that one bid is substantially lower <br />than the others, and asked what type of analysis was done to <br />determine that A-1 Tree Services were slow, ineffective and not <br />doing a good job. <br />Purchasing Manager Gus Ambler advised that we tried them <br />out, and then sampled the services of the second low bidder, <br />Quality Tree Service, which we found satisfactory. <br />OCT11 1988 <br />
