Director Pinto confirmed that we have not been successful so <br />far, and the Chairman noted that the inducement for them to move <br />ahead would be that they are being charged a 50% surcharge on top <br />of the normal county wholesale rate structure in order to get <br />them to move in a positive way. He asked if the minimum time <br />required to establish a new facility or upgrade the existing <br />facility would be 90-120 days in Director Pinto's opinion, and <br />Mr. Pinto stated that would be the very minimum. <br />Commissioner Eggert noted that as we stand now, we are open <br />ended. They have presented a time table that is not going to <br />happen, and we have no guaranty that will be there a year from <br />now. <br />Chairman Scurlock stated that our main concern ,is that they <br />not disconnect from the county system and then not have a <br />reliable, acceptable, long range solution. We are not in a <br />dangerous situation at present, and hopefully, with enough time <br />and effort, we can bring them back to the negotiating table and <br />resolve this in a positive fashion. There is no question that <br />these package systems are not a protection for the residents who <br />live in the community; so, we are going to exhaust every effort <br />to be sure we have pursued every possibility. <br />Commissioner Bowman commented that her problem is that the <br />owner states he anticipates a 4 week period to rebuild the <br />existing plant and an additional 8 weeks to provide the R.O., <br />which is 12 weeks, and that brings us to December 23rd. <br />Both the Chairman and Director Pinto agreed that will not <br />happen since we haven't seen even the first plan for the design <br />of the system, and noted that in the meantime, they are receiving <br />county water and paying a surcharge. <br />Chairman Scurlock stressed that it must be understood that <br />we are dealing at arm's length in this situation, and because of <br />the crisis, we were able to negotiate the surcharge. That is <br />about as much weight as we have at this point. He felt where we <br />really come into play is with Mr. Pinto and staff making sure <br />19 <br />OCT 18 1988 <br />
