they properly review the entire plans that will be submitted to <br />DER, including a backup system, which will put us in a position <br />to make sure we have reliable service and, on the other hand, <br />also show that it is not exactly inexpensive to go that route <br />and maybe that will bring them to the table. <br />Director Pinto had one other point. He informed the Board <br />that ITEK, the firm Wilder Corp. has chosen, is a very reputable <br />firm, and when they design a plant, they design it based on the <br />theory that it will be well-maintained and operated and that <br />someone probably will be there 100% of the time. In our review, <br />however, we will be looking at this plant as one that will not <br />have full time operators or full time maintenance people. <br />Chairman Scurlock wished to know if anyone was present <br />representing the owners of Village Green. No one answered, and <br />he asked that the record show that there is no one present at <br />this meeting to represent the owner. <br />Director Pinto advised that we did have a visit from a firm <br />that is looking into the possible purchase of Village Green, and <br />we received a letter from the present owner authorizing them to <br />discuss Village Green matters with us. <br />Chairman Scurlock felt possibly we would have a vehicle in <br />terms of transfer of the franchise to strengthen our position. <br />He asked whether they ever formally transferred the original <br />franchise, and Director Pinto answered "not correctly." <br />The Chairman wished this to be on the record for the benefit <br />of those fine citizens in the audience who have been left more or <br />less in limbo in this situation. <br />Director Pinto expressed his opinion that if the owners keep <br />up the record they are building, we will be in a position at some <br />point to nullify their franchise. <br />Commissioner Bird asked that Mr. Pinto explain the 50% sur- <br />charge. <br />Director Pinto advised that it is very simple - when the <br />owners of the park receive their monthly bill, there is a 50% <br />• <br />20 <br />OCT 181988 <br />BOOK <br />74 FAf r 540 <br />
