The Gallagher plan appears to offer the most <br />coverage and least amount of risk for a start up program. Arthur <br />J. Gallagher Company has been in business since 1927. Other <br />counties presently participating in the program are Aluchua, <br />Brevard, Broward, Clay, Citrus, Collier, Escambia, Manatee, <br />Marion, Martin, Metro Dade, Monroe, Palm Beach, Seminole. <br />If a property, Worker's Compensation and General Liability loss <br />all occur atthe same time, the most the County will pay for any <br />one occurence is $100,000. <br />There is a $600,000 cap on losses which the County might pay <br />which the other package plans do not offer. <br />It would be approximately one to two years before a claim might <br />be paid which goes -to trial. <br />• <br />The Risk Manager has discretion on any claim settled over $2,500. <br />With present claims experience the County could accumulate over <br />$1,600,000 in its own fund plus interest in four years. A total <br />self insurance program could then be embarked upon without the <br />need to join a pool or use bonds. <br />ALTERNATIVES <br />1. Renew present coverages for $1,155,315. <br />2. Try the Florida League of Cities $100,000 deductible program <br />which pays claims in excess of $100,000 when a claims bill or <br />civil rights action is obtained. Settlements are not <br />possible. Cost is approximately $949,038 which includes property <br />coverage. <br />3. Try the Schlitt package. Pays claims for property in excess <br />of $5,000, Worker's Compensation in excess of $175,000 and <br />General Liability $100,000. Does not rely on claims bill or <br />civil rights action.
