INDIAN RIVER BLVD. NORTH, PHASE IV, AGREEMENT FOR DONATION OF R/W <br />(LAWTON & BEUTTELL PROPERTIES) <br />Director Davis reviewed the following: <br />TO: William G. Collins II, <br />Acting County Administrator, <br />FROM: James W. Davis, <br />Public Works Director`-/Ve' <br />SUBJECT: Indian River Boulevard North - Phase IV <br />Agreement for Donation of Right-of-way <br />Lawton and Beuttell Properties <br />North of Grand Harbor <br />DATE: October 21, 1988 <br />DESCRIPTION AND CONDITIONS <br />The owners of two right-of-way parcels along Indian River <br />Boulevard north of Grand Harbor have presented to the County <br />staff the attached agreement for donation of right-of-way. The <br />Public Works, Utilities, County Attorney, and Planning Department <br />staffs have reviewed the agreement and have no objection to its <br />contents. As compensation for the parcels, a density credit <br />from the right-of-way to the remainder parcels in addition to <br />construction of median cuts and deceleration lanes along the <br />Boulevard is requested from the County. The cost of providing <br />the median cut and deceleration lanes is approximately $50,000. <br />The County's consulting engineer has determined that a median cut <br />in this area meets safety and location criteria. <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are as follows; <br />1) Accept the agreement as drafted or as amended. <br />2) Reject the agreement and purchase the right-of-way at an <br />appraised value. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends approval of the agreement and requests <br />authorization for the Chairman's execution. <br />Director Davis advised that the property owners want access <br />at the common property line, plus utility sleeves under the <br />roadway, left turn median cuts, etc., and our consultant feels <br />access points would be allowable under good road design. <br />Board members had further questions regarding the proposed <br />median cuts, driveway connections, deceleration lanes, the <br />spacing of intersections, etc., and the Chairman pointed out that <br />our consultants feel this is a good design with reasonable <br />spacing. <br />72 BOOK� 5 FALL 72 <br />NOV 1 1988 <br />
