Chairman Scurlock credited Utilities Director Pinto with <br />finding this grant money. He noted that with the two grants and <br />the acquisition of the North Beach system, we are looking at <br />about 6 million in savings to the county. <br />Director Pinto advised that there are still some negotia- <br />tions that have to go on to fine tune the numbers. The county, <br />however, is facing a 7 million dollar expenditure with or without <br />the grant. If we take the grant, it only means we are going to <br />get at least 1.8 million. Following this approval, we will have <br />to have the work authorizations for the engineering and go <br />through the bid processes. This is a sludge and septage manage- <br />ment program that has to be put together to treat sludge and <br />septage from all the plants within the county, including the City <br />of Vero Beach. It is just the beginning of the process. <br />Commissioner Eggert asked if there are extra strings to this <br />federal grant as there are with the library construction. <br />Chairman Scurlock advised that we analyzed accepting this <br />1.8 million in terms of the impact of meeting additional <br />requirements, and it is way to our advantage. The other thing <br />he wished to point out to the Board is that this does allow the <br />Utility Director, Mr. Pinto, to modify the agreement from time to <br />time, and that is necessary. However, he believed the Board's <br />policy always has been that needs to come to the Board of County <br />Commissioners eventually for final approval. <br />Director Pinto explained that some numbers need to be <br />cleaned up. Also, this is the very last of the grants - starting <br />next year there are just loans, and he is going to try to get the <br />unfunded portion of this project included under the loan program. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Bowman, the Board unanimously adopted <br />Resolution 88-119 accepting an offer of a grant for <br />$1,836,570 from the EPA for a Regional Sludge Facility. <br />92 <br />NOV 1 1988 <br />BOOK 75 5 PAGE 92 <br />
