COUNTY DEPARTMENTAL ORGANIZATION <br />The Board reviewed the following memo dated 10/28/88: <br />TO: Board of County Commissioners DATE:October 28, 1988 FILE: <br />SUBJECT:COUNTY DEPARTMENTAL <br />ORGANIZATION <br />FROM william G. Collins II REFERENCES: <br />Acting County Administrator <br />Stepping into the role of Acting Administrator, I find that I have direct <br />administrative responsibilities for six departments: <br />1. Public Works <br />2. Utilities <br />3. Community Development <br />4. Emergency Management Services <br />5. Personnel & Human Resources <br />6. Golf Course and IRC Fair <br />I also find myself as Acting Administrator, playing a coordinating role with <br />the following offices: <br />1. Office of Management and Budget <br />2. County Attorney's Office <br />3. City/County Recreation Program <br />I also find myself acting as a liaison with the Constitutional Officers. <br />All of the above is running well and smoothly. <br />I have, however, experienced considerable difficulty in supervising, <br />coordinating with and providing sufficient contact with and leadership for <br />many divisions which had previously been reporting to either Assistant <br />Administrator Mattes or Personnel Director Blankenship. Among the <br />divisions that have been reporting directly to the Acting Administrator are: <br />1. Purchasing <br />2. Vero Beach Library <br />3. Sebastian Library <br />4. Buildings and Grounds Division <br />5. Central Services <br />6. Risk Management <br />7. Youth Guidance <br />8. Probation <br />9. Welfare <br />10. Veterans Services <br />11. Agricultural Extension Service <br />12. Soil Conservation liaison <br />13. Housing and Rental Assistance <br />It had been my intention to try and keep things in the status quo until a new <br />administrator was hired. As time goes by, I suffer from greater and greater <br />fears that things are falling through the cracks and that I am not able to <br />provide adequate supervision to all those divisions which could truly benefit <br />from more direct contact with someone in the County administrative hierarchy. <br />For that reason I would like to pose some alternatives with respect to the <br />organization of County departments/divisions. <br />28 <br />NOV 8 1988 <br />BOOK 75 P,1IA 126 <br />
