Also, the <br />ex- 1..ie to the County is minimized in that things continue to operate as is <br />with no additional outlays of funds. The disadvantage to Alternative 1 is <br />that many divisions may receive inadequate supervision and communication, <br />thereby causing inefficiency in the provision of service to the public. The <br />second disadvantage is that any new Administrator will come to the job with <br />significantly more supervisory responsibility than normal, while he is in <br />process of familiarizing himself with the County. <br />Alternative 2 <br />A second alternative would be to allocate the 13 orphan divisions among <br />existing departments. The advantage to this is that no new County <br />expenditures would be required. The disadvantage is that many of the <br />divisions d� not logically fit under other departments and -the net _effect would <br />be to pass a supervision problem from _ the Administrator's Office to the <br />Personnel_ and Human Services, .Director.,..r, , For instance, the following would be <br />the- l`agical- allocation of divisions; were they to be assigned to our existing <br />departments: <br />1. Budget <br />- Purchasing <br />2. Public Works <br />- Buildings and Grounds <br />3. Personnel & Human Resources <br />- Main Library <br />- Sebastian Library <br />- Central Services _ <br />- Risk Management <br />- Youth Guidance <br />- Probation <br />- Welfare <br />- Veterans Services <br />This would still leave. the Agricultural. Extension Service, the Soil <br />Conservation liaison, and the Housing and Rental Assistance Office requiring <br />some coordination with the Administrator. <br />Alternative 3 <br />Recreate a Department of General Services. Many of the orphan divisions <br />naturally could be considered as subdivisions of a Department of General <br />Services. With the creation of a new Department of General Services, this <br />department could administer: <br />NOV 1988 <br />(1) Central Services <br />(2) Purchasing <br />(3) Main Library <br />(4) Sebastian Library <br />(5) Veterans Service <br />(6) Buildings and Grounds <br />(7) Probation <br />29 <br />BOOK 75 F{CE 12 6 <br />
