This department could also coordinate necessary contacts with the: <br />(1) Agricultural Extension Office <br />(2) Soil Conservation Service <br />(3) Housing Assistance Program <br />Under this revised scheme of organization, the entire burden of the orphan <br />divisions would not be shifted to the Personnel & Human Resources <br />Department. However, I would suggest that the following divisions might <br />logically be included within Personnel & Human Resources: <br />(1) Risk Management <br />(2) Youth Guidance <br />(3) Welfare <br />The advantage to Alternative 3 is that the "orphan" divisions would have a <br />direct:• supervisor who could provide liaison between the Administrator and <br />each of - the divisions. Each, would - have -more access, contact with and <br />leadership from the -.County Administrative- hierarchy: As a result, services <br />shogki—be-;provided, to. the public in a more.: efficient and" responsive manner. <br />A further advantage to the reorganization is that when a new administrator is <br />hired, he will not find things in a chaotic situation and be forced to make <br />snap judgments about reorganization at a time when he is trying to familiarize <br />himself with the County operations as a whole. <br />Recommendation <br />I recommend that Alternative 3 be adopted. I recommend that Sonny Dean be <br />the Department Head for the Department of General Services. Mr. Dean has <br />served in a similar capacity before and should transition very smoothly into <br />this position. A budget amendment will need to be accomplished in order to <br />fund the new department's operational needs. A proposed budget for the <br />Department is attached. <br />Chairman Scurlock asked why under Alternative 3 Youth <br />Guidance and Welfare wouldn't fall under General Services also, <br />and Administrator Collins felt it seemed more logical to have them <br />report to Personnel & Human Resources. <br />Administrator Collins had mixed emotions and really felt that <br />Option #1 would be the best; however, he was concerned about <br />things piling up. <br />Commissioner Bowman felt the Board needed more specific <br />information before making a decision on this, and Commissioner <br />Eggert had some concerns about the libraries reporting to General <br />Services. <br />30 <br />NOV 8 1988 <br />BOOK <br />1 A.lA C <br />
