REVOCATION OF CERTIFICATE OF PUBLIC CONVENIENCE & NECESSITY FOR <br />ON CALL AMBULANCE COMPANY <br />The Board reviewed memo from the Director of Emergency <br />Management: <br />TO: William Collins <br />Acting County Administrator <br />FROM: Doug Wright, Director <br />Emergency Management Services <br />DATE: November 7, 1988 <br />SUBJECT: Revocation of Certificate <br />of Public Convenience and Neces- <br />sity for On Call Ambulance Com- <br />pany, Inc. <br />It is respectfully recommended that the information contained herein <br />be given formal consideration by the Board of County Commissioners at <br />the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />On May 10, 1988, the Indian River County Board of County Commissioners <br />approved a Certificate of Public Convenience and Necessity for On Call. <br />Ambulance Company, Inc. of Port St. Lucie, Florida, for EMS non -emergency <br />interfacility transport service. <br />On October 29, 1988, Indian River County was advised that Atlantic Ambn-- <br />lance Services of P. O. Box 100579, Fort Lauderdale, Florida, was purchas- <br />ing the assets of On Call Ambulance Company, Inc., on November 7, 1988. <br />Since the Certificate of Public Convenience and Necessity is not trans- <br />ferable, the issue of revocation is now before the Board of County Commis- <br />sioners. <br />ALTERNATIVES AND ANALYSIS <br />On Call Ambulance Company, Inc. has never notified the EMS Director that <br />the assets of the company were about to be purchased by another entity. <br />Further, Indian River Memorial -Hospital has reported to the EMS Director <br />that on a recent occasion that On Call Ambulance Company failed to respond <br />to a request for an interfacility transfer. <br />A letter has been written to On Call Ambulance Company, Inc., advising <br />that the Certificate of Public Convenience and Necessity issued to the <br />provider on May 10, 1988, would be recommended for revocation on the <br />basis that the service and assets were being sold. A letter was also <br />sent to Atlantic Ambulance Services advising that the Certificate issued <br />to On Call Ambulance Company, Inc. would not transfer as an asset wherein <br />they could provide EMS non -emergency interfacility transport service <br />under color of the previous certificate. <br />An application and information relative to the certificate process has <br />been forwarded to Atlantic Ambulance Services. If an application is <br />received it will be handled routinely with input from the Emergency <br />Services Coordinating Council as to the need for the additional services. <br />RECOMMENDATION <br />Staff recommends that the Certificate of Public Convenience and Necessity <br />issued to On Call Ambulance Company, Inc. be revoked and authorize the <br />EMS Director to communicate with and inform company officials of the <br />revocation terminating further authority for the company to provide EMS <br />non -emergency interfacility transport service in Indian River County. <br />32 <br />N O V 15 1988 <br />B alf 5 f ri CE 176 <br />
